Meetings:

Oahu Workforce Development Board meets once per quarter or as needed to discuss workforce development initiatives and the workforce development system in Hawaii.
The proceedings of each board meeting are documented and posted online in accordance with The Sunshine Law, Hawaii’s open meetings law, which governs the manner in which all state and county boards must conduct their official business. The Office of Information Practices (OIP) has been in charge of administering the Sunshine Law since 1998. The Sunshine Law is codified at part I of chapter 92, Hawaii Revised Statutes.

Ethics Training:

The Honolulu Ethics Commission advances the standards of ethical conduct in government as expressed in the Revised Charter and the Revised Ordinances of Honolulu. The purpose of these laws and the Commission’s work is to improve and maintain public confidence in government officials and employees.

1.    Ethics Training
As of October 2020, the Honolulu Ethics Commission requires OWDB members to create an account on hnl.info in order to receive access to the Ethics Training course webpage. (For the best instruction please review the cheat sheet.)

2.     Financial Disclosure Form
As of January 1, 2024 paper or pdf financial disclosure forms will no longer be accepted, all board members must use the City’s new financial disclosure system – FinD – on HNL.info.

Every year, OWDB members are required to fill out the form to report on the previous calendar year.  For example, if the deadline was January 31, 2017, the member will report for the calendar year 2016.  The deadline for this form is always January 31st.

Members Leaving OWDB: If an OWDB member’s term is about to expire or he or she wishes to resign, the member must also fill out the form AND check off “Leaving Office.”

WIOA Local Plan Requirements:

Local Workforce Development Boards across the nation must develop “Local Plans” to address their region’s business needs. The federal law also requires states to develop “Unified State Plans” or “Combined State Plans.” At the state level, Hawaii chose to develop a “Unified State Plan.”
